Independents get more from it
A franchise store already has a manufacturer pylon, a glass showroom and brand recognition doing half the work.
An independent lot has a fence, some flags and whatever signage the previous tenant left behind. The difference between being noticed and not being noticed is much larger, and so is what a blimp at 120 feet is worth.
That is why independents tend to keep them longer once they buy.
Against the alternatives
A month of listing-site promotion, a local radio flight, or a run of printed inserts will typically cost more than $1,512 and stop the day you stop paying.
